MS-DOS 3.31 adds support for partitions as large as 512MB through a new format called FAT16B (also called BigFAT or BIGDOS in some documents) and was only available to OEMs. Uniquely, there was no IBM PC-DOS release of MS-DOS 3.31, with IBM instead focusing on development of MS-DOS 4.00.
